Summary

chore(deps): bump @types/dateformat to ^5.0.0 in admin-panel

Description

Because:

- The @types/dateformat dev dependency in fxa-admin-panel is two major versions behind.

This commit:

- Updates @types/dateformat from ^3.0.1 to ^5.0.0 in fxa-admin-panel.
- Updates yarn.lock to resolve @types/dateformat 5.0.3.
- Keeps the runtime dateformat at ^4.6.3; the call signature is the same.
