chore(deps): bump sinon to 22.1.0 in every package

Description

Because:

- FxA packages resolved four sinon versions, from 4.5.0 to 15.2.0.

This commit:

- Sets sinon ^22.1.0 and @types/sinon ^22.0.0 in every package that uses them.
- Migrates content-server tests to createSandbox and calledWithMatch.
- Imports fakeServer from nise, which sinon 22 no longer bundles.
- Points the content-server webpack alias at the sinon ESM bundle.

Closes FXA-2961
