feat(admin-panel): add bulk account disable page
Because: * Support staff need to disable many accounts at once. This commit: * Adds a bulk Account Disable page and admin-server endpoint. * Adds its own Admin-level permission; it sends no email. * Shows one summary line of the results, not one row each. * Reports a failed batch range as having an unknown outcome. Closes FXA-14910
