fix(admin-server): use an exact email match in unverify-email

Description

Because:

* unverifyEmail matched normalizedEmail with a LIKE prefix, so one request could change rows for other addresses.

This commit:

* Uses an exact where on the lowercased address in unverifyEmail.
* Adds unverifyEmail tests to the account controller spec.
